Francis J. Kelly, Jr. received his B.A. in Physics from the University of California, Berkeley and M.S. in Oceanography from Texas A&M University. He has been investigating the physical oceanography of the Gulf of Mexico and its continental shelves for more than twenty-five years. He was the Principal Investigator for the Texas Automated Buoy System (TABS) from its inception in 1994. He has served as the P.I. for the physical oceanography component of numerous projects studying the circulation, water properties, waves, and forcing factors in regions ranging from the western Gulf of Mexico, through the Caribbean to the west coast of Africa.
